This is a rod holder mount. THE BASE IS NOT INCLUDED. Please order part number 1005. This fits Scottie and Ram rail mount rod holders, Older style Ram mount will need to be drilled out with a 3/8" drill bit to accept the mount. This DOES NOT work with flush mount rod holders. The handle with threaded bolt w/fender washer secures the mount into the rod holder. The rod holders do need to be tighten so they will not swivel on the rail.
